A rocket attack on Kostyantinovka in eastern Ukraine resulted in the death of at least 15 civilians and the wounding of more than 30. Ukrainian President Volodymyr accused Russian "terrorists" of the attack. However, a New York Times investigation suggests that the missile was fired by the Ukrainian military from a Buk air defense system.
