Despite growing public resistance, the World Health Organization (WHO) and its member states are working on a pandemic agreement and reform of the International Health Regulations. According to experts, there is a great risk that this will create a dictatorial "global health government" that can encroach on the sovereignty of states. Former US President Donald Trump also harshly criticized the organization and said it deserved to be "completely abolished and replaced".
